On February 11, 2004, the City of Québec, in collaboration with the Ministère de la Culture et des Communications, the Commission de la Capitale Nationale du Québec, the Ministère des Transports and the Société des établissements de plein air du Québec, launched an international ideas competition for the development of the foot of Montmorency Falls and the Pond of the Coast, called Perspective Littoral. This competition marked the beginning of a vast operation aimed at catching up with the planning of the development of the eastern shoreline compared to the western portion of the agglomeration.
Sixty-nine projects from over 20 countries were submitted and $60,000 in scholarships were awarded to two professional teams and one student team by an international jury. The overall winners of the competition were a Quebec team composed of architects Morency, Gagné and Leroy.
