Under construction since 1999, the project of the Cité des arts du cirque anticipated, most notably, the construction of a "Big Top" that would be the subject of an architectural competition launched in May of 2002. The Cité des arts du cirque, situated in the Saint-Michel neighbourhood, is an urban project for the transformation of the former Miron Quarry into an environmental arts park. Founded by the École nationale de Cirque (National Circus School), the Cirque du Soleil and En piste, this development is a major physical and permanent grouping of people and infrastructure dedicated to training, research, creation and production of circus arts. A joint architectural and urban planning competition was launched with the goal of selecting a multidisciplinary team for the design and construction of the Chapiteau des arts and its surrounding environment.
The Chapiteau des arts was to assemble cultural activities and also serve as a municipal Cultural Centre. Gateway of the environmental complex, this building was to be designed as a signal - a symbol to both the public and the Cité des arts du cirque. In addition to architectural design, this competition also included an urban planning component. It therefore consisted of designing and executing the urban arrangement necessary for the Cité des arts du cirque and the integration of the Chapiteau des arts to the Saint-Michel environmental complex. The "Big Top's" programme included a performance hall, an exhibition space as well as a welcome centre.
The competition for the Cité des arts du cirque is included within a provincial and international approach aimed at promoting the quality of the built environment. More specifically, this competition offered a unique opportunity for multidisciplinary reflection on the rehabilitation of a highly contaminated urban site.
